Monitoring and Evaluation Program Manager

Planned Parenthood Federation of America (PPFA) is the national umbrella organization for the nation’s leading network of health care providers, educators, and women’s advocates, serving women, men, adolescents, and families. Planned Parenthood Action Fund is the policy and advocacy arm of PPFA. Planned Parenthood Federation of America (PPFA) and Planned Parenthood Global are seeking a seasoned, dynamic and dedicated Monitoring and Evaluation Program Manager in the Africa Regional Office (ARO). This work reports to the Regional Director, ARO. The Africa regional office provides technical, financial and programmatic support to PP Global funded partners in the Africa region

Goal :

Under the direction of the Regional Director for Africa, the Monitoring and Evaluation Program Manager serves as the technical lead for all regional monitoring, evaluation and learning initiatives.

Delivery:

KEY ROLES AND RESPONSIBILITIES:

Technical assistance

  1. Work closely with country teams and ARO staff to identify, develop, tailor appropriate training and technical support for learning, monitoring and documentation of sexual and reproductive health work in the region
  2. If necessary, coordinate with consultants or other collaborating international agencies to provide specialized technical training
  3. Develop and coordinate an applicable knowledge management framework
  4. Lead the design and implementation of baseline surveys and assessments
  5. Develop and/or adapt instruments for assessment purposes
  6. Work collaboratively with regional staff to ensure the smooth operation and efficiency of the necessary programme/project management cycles
  7. Provide technical support to regional staff and partners for the development and implementation of project M&E plans and learning
  8. Coordinate, develop and manage data collection and reporting systems at all levels, i.e. regional, national and partners
  9. Contribute to timely, accurate and appropriate reporting on program activities and results to donors, including progress reports and annual reports
  10. Critically evaluate project documents submitted by program officers for quality assurance in line with division strategies
  11. Regularly travel to the field to assess the process of program activities.

Visibility/collaboration:

  1. Provide support to regional staff for the communication of the learning program
  2. Promote and support the dissemination of best practices among project teams and with external stakeholders
  3. Write articles and abstracts for publication and presentation at conferences on behalf of PP Global and in collaboration with regional partners to increase visibility and promote a better understanding of PP Global’s work
  4. Work collaboratively with HQ staff based in Latin America and the United States to promote cross-regional learning
  5. Represent PP Global in various forums which may be called upon

Management and leadership

  1. Participate in strategic planning and design of new regional initiatives;
  2. Provide strategic leadership for M&E and learning programs in the region;
  3. As a member of the Africa Region Management Team (SMT), actively participate in its activities and contribute to the growth and effective management of the ARO program;
  4. Participate in the development of concept papers and fundraising proposals, and ensure that the quality of the proposals put forward reflects the value for money that fits into the overall regional strategy;
  5. Work with ARO SMT members and country teams to plan, develop and align ARO strategies and interventions in program countries with divisional strategic priorities;
  6. Oversee regional program sharing meetings to ensure programmatic coherence, communication and monitoring of ARO priorities and plans
  7. Manage, lead and develop assigned staff to ensure effective management and high performance
  8. Participate in monitoring and evaluation networking with non-governmental organizations, the United Nations and other external partners, to coordinate monitoring and evaluation activities in the field, keep abreast of best practices in monitoring and evaluation. assessing and supporting quality programming and accountability standards;
  9. Perform any other tasks that may be assigned by the supervisor;

Commitment:

Interacts regularly with other regional office staff, global operations staff, program and management team as appropriate to ensure work is completed on time and meets performance targets. Division policy, work plan, and project needs determine the nature and frequency of external contact. This includes a well-defined group that has a moderate influence on regional office activities, assigned projects or operations. Requires regular contact with partners, colleagues and sister organizations in the country, in order to advance the interests of PP Global.

Knowledge, Skills and Abilities (KSA):

  • Knowledge of sexual and reproductive health issues, both for service delivery and advocacy, and the link between the two;
  • Knowledge of project cycle management, including the design of reproductive health interventions in Africa;
  • In-depth knowledge of monitoring and evaluation concepts and their application; understanding of the principles of knowledge management and learning;
  • Knowledge of organizational and project planning and development; understanding of organizational assessments, partner identification and engagement;
  • Knowledge of grantmaking, including budget management and reporting;
  • Knowledge of managing partnerships, both with implementing partners and donors

Education:

Master’s degree in public health, monitoring and evaluation or social science disciplines such as sociology, anthropology, development studies and other related fields. Must be a member of a regulatory body in the field, and proof of which will be required.

Live:-

  • More than five to seven years of professional experience in the design and implementation of health programs and M&E strategies;
  • Demonstrated experience in providing technical assistance to colleagues and other organizations, including training in Africa
  • Experience in strategic planning, program development and management of complex, multi-stakeholder interventions;
  • Direct experience of project appraisal, evaluation, monitoring and evaluation methodologies;
  • Demonstrable experience of working in multicultural environments and commitment to a participatory, supportive and open environment to ensure learning and development for all;
  • Commitment and ability to foster and support capacity building of own staff and partners, including experience in managing teams across different sites;
  • Demonstrable experience in preparing funding proposals and reports for a range of donors;
  • Demonstrated experience and knowledge of effective budget control and grant management

Skills:-

  • Strong interpersonal skills with the ability to influence, communicate and negotiate with a wide range of people and organizations at all levels with tact, diplomacy and sensitivity to cultural differences; excellent oral and written communication skills, including the ability to present documents at meetings, conferences and to write project documents and proposals.

  • A team player accustomed to building team capacity, delegating work teams and developing learning communities among program country partners
  • Strong change management, results-oriented and decision-making skills;

TRAVEL:

Ability to work independently and as part of a team. Ability to travel a minimum of 35% of the time.
