Job description: Forcier is seeking an Evaluation Expert for the position of Evaluation Team Leader on a planned evaluation of the World Food Program (WFP) of its technical assistance to the Government of Angola in the areas of food security analysis, school feeding and community management of acute malnutrition (CMAM), drought response as well as food security interventions covering the refugee population and building resilience with an emphasis on targeting. The evaluation aims to assess the relevance and effectiveness of the different technical assistance approaches employed by WFP, including targeting in the context of the current interim country strategic plan for the period: 2020-2021.

The position will be on a contractual basis and will be based in Luanda, Angola with travel throughout the country. The position is open to international candidates but Angolan citizens are preferred. He is OBLIGATORY to get previous WFP evaluation live for this role.

Responsibilities:

  • Provide technical and operational oversight of all aspects of the evaluation ensuring that activities and deliverables are executed with quality and on time and within budgetary requirements.
  • Lead/manage assessment, analysis and evaluation activities, including coordination and supervision of local partners engaged in these activities
  • Design quantitative and/or qualitative data collection and analytical methods and tools to support evaluation design and implementation
  • Ensure documentation and dissemination of results, impact, innovations and lessons learned
  • Ensure that all activities are undertaken in full compliance with Forcier standard operating procedures, WFP policies and regulations, and local policies and laws.

Education Requirements:

  • Minimum of a Master’s degree in Social Sciences, Organizational Development, Development Studies, or related field highly preferred

Terms

  • Minimum 8-10 years of evaluation experience in Angola including WFP projects
  • Previous experience as a WFP evaluation team leader strongly preferred
  • Experience in designing and implementing various types of mixed methods evaluations for food security analysis, school feeding and community management of acute malnutrition (CMAM) preferred
  • Experience working on food security analysis, school feeding and community management of acute malnutrition (CMAM)
  • Significant data analysis skills, including proficiency in statistics, sampling methodologies, statistical analysis software, and data validation techniques
  • Extensive experience in writing and finalizing valuation reports
  • Experience applying systems thinking in designing evaluations, participatory data collection methods and protocols, and facilitating participatory data validation and analysis exercises
  • Master in written and spoken English and Portuguese, good working knowledge of local languages ​​is a plus
  • Must be authorized to work in Angola
